<DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>Oregon Fish Habitat Distribution.These data describe areas of suitable habitat believed to be used currently or historically by wild, natural, and/or hatchery fish populations. The term "currently" is defined as within the past five reproductive cycles. Historical habitat includes suitable habitat that fish no longer access and will not access in the foreseeable future without human intervention. This information is based on sampling, the best professional opinion of Oregon Dept. of Fish and Wildlife or other natural resources agency staff biologists or modeling (see the fhdBasis field). Due to natural variations in run size, water conditions, or other environmental factors, some habitats identified may not be used annually. These data now comply with the Oregon Fish Habitat Distribution Data Standard that was adopted by the Oregon Geographic Information Council in February 2011. This is the 2015 Essential Salomonid Habitat (ESH) dataset created by Department of State Lands, with the Help of the Oregon Department of Fish and Wildlife. The purpose of this dataset is to delineate those stretches of waterbodies that are either ESH designated or not. The data used here originated in Shapefile format and so data layer has no special input or editing capabilities established such as Domain. Therefore editing and creation is somewhat basic in nature and has no special edit properties.
Oregon Department of State Lands, Randall Sounhein, Oregon Department of Fish and Wildlife, Jon K. Bowers, Ruth Schellbach, David L. Bradford. Numerous fisheries biologists from ODFW as well as other natural resource agencies and tribes have contributed toward the development of these data. Data originator names are attributed at the feature level.

Procedures_Used: These data were originally created through a process where 1:100,000 scale fish habitat distribution data (current as of 2001) were plotted on 1:24,000 scale USGS quadrangle maps and then provided to ODFW and other natural resources agency field staff. Based on survey data, supporting documentation, and the best professional judgment of the field biologists, different types (spawning, rearing, migration, etc.) of species specific habitat distribution (see the fhdUseTy field) were marked on the maps with colored pens. Additional attributes such as source contributors, agencies and the basis of the data were also collected. These hardcopy data were then digitized by ODFW GIS staff and stored as event tables based on the PNW River Reach files at 1:100,000 scale. Habitat locations identified outside of the 1:100,000 scale stream network were captured as upstream points associated with 1:24,000 scale streams. Beginning in 2007 and ending in 2008, the data were migrated to events associated with the Pacific Northwest Framework Hydrography 1:24,000 scale stream network. All habitat distribution records are now in a single, consistent linear event format. Revisions: The first 1:100,000 scale version of the data was completed in 1996. Significant revisions at that scale were also made in 1999. The 1:24K Mapping Project occurred between 2001 - 2003 and data were published in 2004. Data were migrated to events mapped on the 1:24,000 PNW Framework hydrography in 2007 and 2008. Significant revisions since 2004 include additions of anadromous habitat in the upper Deschutes and upper North Santiam basins and coho habitat in the coastal basins. Numerous, less significant revisions have occurred throughout the state, in particular where the location and passage status of blocking barriers was recently verified. Reviews_Applied_to_Data: All distribution data have been reviewed by ODFW or other natural resource agency staff (typically district biologists). The date of last review exists in the attribute table for each distribution record. Western Oregon Rearing Project Data through 2008 were analyzed to determine where coho observations had occurred outside of previously mapped coho habitat. Mapped habitat was extended to include the survey areas where the observations occurred.

Oregon Fish Habitat Distribution data have been in development since the mid 1990's up to the present. The spatial data represent a large compilation of fish observation and opinion-based data from dozens of biologists with ODFW, USFS, BLM, ODF, tribes and numerous other consultants, university and non-profit contributors to the database. ODFW stewards the state standard Oregon Fish Habitat Distribution Database.

Distribution data that were previously mapped as lines on 100k streams and as points outside of the 100k stream network were migrated to a single, consistent linear format on the 1:24,000 scale statewide standard Framework hydrography. The resultant events were then evaluated for gaps, overlaps and anomalous measures in relation to the stream routes and corrected where necessary.

Analyzed ODFW Oregon Adult Salmonid Inventory and Sampling (OASIS) project Coho spawning data; developed a set of extensions to the Coho distribution events. Merged these new spawning events into Oregon Fish Habitat Distribution Data, in total adding 53.3 km of Coho spawning to Oregon's fish habitat maps in the coastal basins.

An additional optional attribute (fhdESH) was added to the schema of the fish habitat distribution database. This attribute identifies "essential indigenous anadromous salmonid habitat". Species / runs that are listed as sensitive, threatenend or endangered at either the state or federal level are included. Only spawning and rearing habitats of native salmonids are considered for ESH designation. The Department of State Lands administers the ESH data that are derived from the fish habitat distribution data stewarded by ODFW.

Migrated BLM data to 24k framework hydrography using the Locate Features Along Routes tool in ArcGIS, with a search radius of 150 feet. Overlaid the BLM segments on the OFHDS coho data and used the ArcGIS Symmetrical Difference tool to locate differences between the two data sets (i.e., extensions or additions to OFHDS). An outline of OFHDS attribute values was developed, and OFHDS fields were added to the BLM data and populated. The OFHDS Use and Production fields were populated using the ArcGIS NEAR tool to query attributes of adjoining downstream events. Finally, the BLM coho event data were loaded into an enterprise geodatabase event table.

Excel spreadsheets of ODFW Oregon Adult Salmonid Inventory and Sampling (OASIS) survey site UTM coordinates, where steelhead and coho salmon, plus coho salmon habitat that were observed during OASIS surveys, was provided to the Data Steward in March 2011. The UTM coordinates were added to an ArcGIS basemap using both NAD 83 and NAD 27 datums for comparison. Migrated OASIS coho salmon survey coordinate data to 24k framework hydrography using the Locate Features Along Routes tool in ArcGIS, with a search radius of 150 meters. OASIS survey endpoints were overlaid on OFHDS steelhead and coho event data. OASIS survey upstream endpoints greater than 100 feet from the upstream endpoint of OFHDS steelhead coho event data were reviewed for addition to the OFHDS. An outline of OFHDS attribute values was developed, and OFHDS fields were added to the OASIS data and populated. The OFHDS Use and Production fields were populated using the ArcGIS NEAR tool to query attributes of adjoining events. District biologists reviewed additions to Coho salmon habitat distribution for approval. Finally, the survey event data were loaded into an enterprise geodatabase event table.

The Rogue-Siskiyou National Forest fish distribution data was provided to the Data Steward in May 2011. Selected steelhead and coho distribution data and exported to new feature classes. The feature classes contained LLID and from and to measures for each record. Rapid bioassessment data from the Tillamook Estuaries Partnership (TEP) were obtained in GIS format. The data contain coho and steelhad observation information from snorkel surveys that were conducted between 2005 and 2007. Observations were compared to existing Oregon Fish Habitat Distribution Database (OFHDD). Where the TEP observations occurred upstream of habitat that had previously been mapped, new records were created and loaded into the OFHDD.

Between November 2011 and January 2012, maps at the 5th field watershed level that included both anadromous salmonid habitat distribution and fish passage barriers were provided to ODFW district fisheries biologists for review. While the primary objective of this excercise was to identify priority fish passage barriers, other objectives included the collection of both current historical fish habitat distribution information as well as additional input to resolve discrepancies between barrier and fish habitat data. Where data were not observation-based, biologists collaborated to formulate a concurrence of professional opinion on the changes. Data were input in April of 2012.
